In July 2024, the Trust’s board took the difficult decision to redevelop the existing properties as new affordable housing at Crossfield Road and Kent Avenue. Find out how we reached this decision and how we are supporting residents.

Myth-busting
Yes, the way the grant works is to assist with the discounted rental or shared ownership values.
As the new homes will be let at a social rent or sold for shared ownership (both below the market value and market rent), the grant is used to bridge the gap between to the open market equivalent.
The new homes do not generate a profit; this is a condition of the grant agreement. Income from the rent is used to maintain the properties.
This includes repairs and future kitchen, bathroom, roof, windows, and door replacements.
The relocation grant is paid by the Trust.
We are required to pay home loss and decant costs. This is not covered by government funding.
We appreciate the investment that customers have made into their homes.
The home loss payment is a statutory payment which relates to the loss of your current accommodation. In addition to this a disturbance payment is made to cover upheaval, inconvenience, and reasonable costs for moving.
Tenants may be eligible for compensation for the costs of improvements they have made but this would only apply if permission has been sought and granted by the Trust in relation to the improvement.
We understand that moving home can be especially challenging for older and more vulnerable tenants. To make this transition as smooth and stress-free as possible, we are providing comprehensive support that includes:
- Finding suitable new homes: We work closely with tenants to identify properties that meet their needs and preferences. We have held back properties when they become empty and don’t advertise them with Cheshire Homechoice. We write out with new available homes and have recently invited all customers to see the new builds at Ivy Road.
- Accompanied viewings: Our team attends viewings with tenants and their families to provide reassurance and answer any questions.
- Removal support: We help arrange delivery of boxes and coordinate removals to ensure belongings are transported safely.
- Home preparation: We organise decorating and carpeting in the new property, so it feels comfortable and ready to move into. Our Sustainment Team are always on hand for any support that might be needed with benefit changes.
- Moving day assistance: Our staff can be present on the day of the move to provide practical help and emotional support if needed.
- Post-move monitoring: After the move, we check in regularly to make sure tenants have settled in and are happy in their new home.
Yes, the Trust has carried out thorough structural and ground investigations that have highlighted inherent defects from the original construction of the homes.
These have been shared with the customers of the homes.
Your concerns, our answers
The applicant would not seek to demolish the existing housing stock without good reason. A structural survey has confirmed that the bungalows are reaching the end of their economic life.
A full suite of ecological surveys has been undertaken including the requisite exit/emergence surveys for bats. These accompany the application.
The proposals are fully compliant with the LPA policies on amenity standards and overlooking
A Fire Risk Assessment will be in place prior to the customers moving into the apartment block. This will be prepared post planning and is a requirement of other legislation.
The application is accompanied by a Transport Statement. Parking is provided in accordance with the council’s standards.

In September 2025, we hosted a public consultation where residents and the wider local community provided their feedback on the proposed plans.
We had over 46 residents, members of the local community and councillors attend.
Update on the latest surveys on Crossfield Road & Kent Avenue
As part of our plans to redevelop the Crossfield Road and Kent Avenue area in Bollington following the Trust’s decision in July 2024 - we’re moving forward with the next steps in preparing a full planning application to Cheshire East Council.
What’s happening?
To support this process, a series of essential surveys are being carried out across June, July, and August 2025. These surveys are necessary to help us understand the site and plan responsibly for the future. They are also required to inform the planning application.
Here’s what to expect:
- Site Investigations - completed
- Topographical Survey - completed
- Drainage CCTV Survey – completed
- Tree survey - completed
- Ecology survey - completed (These include night time and dusk monitoring to understand local wildlife.)
All work will be carried out with care, and we’ll make sure everything is left tidy and in good condition.

Back in January, We met with Crossfield Road and Kent Avenue tenants to discuss our proposals to deliver affordable housing which will be designed for older people and families, with a mix of bungalows and purpose-built older people's accommodation and family homes.
There are around 12,000 people registered on Cheshire Homechoice for housing, and around 1,500 lettings took place through the partnership last year. The priority of those registered varies, as does the type of accommodation required.
We are committed to working together with the community of Bollington to understand the needs and wants of the people living there. This includes consideration of green spaces, traffic and everything in between.
When will the redevelopment work at Crossfield Road and Kent Avenue start?
The proposals will be subject to planning permission and grant funding. We anticipate that this will take a couple of years to work through and don’t anticipate that redevelopment work will start until 2027 at the earliest.
Following the decision at Board on 30 July 2024 to progress with the option to redevelop Crossfield Road and Kent Avenue for affordable housing, the Trust wrote to all tenants on 1 August 2024 to inform them of the decision. A meeting has also been arranged for the 5 August at 6pm at Bollington Community Centre to discuss next steps with tenants.
The decision to progress with the proposed redevelopment of affordable housing was taken after careful consideration and an extensive review of external surveys from chartered property surveyors. Surveys identified the need for extensive works at Crossfield Road and Kent Avenue over the next five years, and we are confident that the redevelopment is the best option for supporting the local availability of affordable housing that satisfies the requirements of tenants.
Our main priority at this time is to keep tenants updated and to understand how we can meet their housing needs, as we consider plans for the redevelopment of affordable housing at Crossfield Road and Kent Avenue. After the meeting on 5 August, our Neighbourhoods Team will contact all Crossfield Road and Kent Avenue tenants individually throughout August to discuss their needs and to understand how future plans will impact their individual situations. We will minimise the impact of the proposed redevelopment on tenants and will do what we can to practically achieve this.
As well as involving the community, consultation for the redevelopment will involve the local authority, councillors and the MP, and will help to determine the types of housing that are best required at Crossfield Road and Kent Avenue. The Trust will consider current housing provision throughout the local area, the needs of the existing tenants and local requirements for affordable housing. This will enable us to propose a scheme for a planning application and permission. Development of the site will be contingent on grant funding, whether through Homes England or s106 and Board approval.
Given that this is the start of the process, we do not anticipate (subject to the above approvals) that development work on site will start until 2027. As part of this, we will consider options for phasing development, which may support residents who wish to stay on site in the next few years, as well as identifying alternative accommodation for those who wish to move from the property in the nearer-term future.
